As of March 22, 2024, China has a new set of rules in respect of the outbound transfer of data from China, which affect Hong Kong and multinational companies which do business in or with China as they all share data from China and hence need to comply with the rules. Companies need examine and adjust their China data strategies accordingly as penalties for non-compliance are hefty.

Chiang Ling LI

Chiang Ling Li is a highly experienced legal professional specialising in Data and Intellectual Property law since 1994.

She has obtained approvals for outbound data transfers and managed data breaches for multinational companies. Chiang has recently assisted an Asian government authority with data issues for a data stock exchange, advised a Middle Eastern government on cybersecurity and data regulations, and conducted legal analyses on data flow in the Greater Bay Area.

She has also defended a major Hong Kong health group before the local data regulator, facilitated security assessments for multinational companies' data transfers, and provided data protection advisory services to a global law firm and a US alliance.

She has helped implement data governance frameworks across multiple jurisdictions, including the UK, Germany, France, China, Taiwan, Korea, Singapore, Australia, Japan, Canada, and the US.
