Overview
The Securities and Futures Commission (SFC) issued consultation conclusions on proposed changes to the Securities and Futures (Financial Resources) Rules (FRRs) on 14 July 2025. These conclusions introduce capital requirements for OTC derivatives related transactions. Licensed Corporations (LCs) will need to assess the impact of the new rules and revamp the FRR processes (including models, policies and procedures, systems, etc.)

Robert is currently leading the OTCD related licensing and transformation solution in KPMG Hong Kong. He led type 11 advisory engagements for several large brokers and dealers, to support the validation of relevant models and license application.
