[In-person] Proposed Changes to Financial Resource Rules (FRRs)

Overview

The Securities and Futures Commission (SFC) issued consultation conclusions on proposed changes to the Securities and Futures (Financial Resources) Rules (FRRs) on 14 July 2025. These conclusions introduce capital requirements for OTC derivatives related transactions. Licensed Corporations (LCs) will need to assess the impact of the new rules and revamp the FRR processes (including models, policies and procedures, systems, etc.)

Mr Robert Zhao, CFA, FCPA, FRM, is a Partner at KPMG China.

Robert has over 22 years financial services experiences and has led risk advisory engagements for a number of large financial institutions in Hong Kong, mainland China, and United States. His expertise concentrates on Market Risk, Counterparty Credit Risk (CCR), OTC derivative, Model Risk, Stress Testing, ALM Risk (IRRBB & Liquidity Risk), Financial Instrument Valuation and Accounting, etc.

Robert is currently leading the OTCD related licensing and transformation solution in KPMG Hong Kong. He led type 11 advisory engagements for several large brokers and dealers, to support the validation of relevant models and license application.
